When retired and active first responders protested Dec. 5 in lower Manhattan against the planned Federal trial for alleged 9/11 mastermind Khalid Shiekh Mohammed, saying that he and other terror suspects should face a closed military tribunal, retired Fire Department Deputy Chief Jim Riches, a 9/11 first responder whose firefighter son died in the attacks, was present to offer a dissenting view.
Mr. Riches, who has been vocal on many issues related to 9/11 - from criticizing former Mayor Giuliani’s 9/11 record when he ran for President last year to questioning the Obama’s administration’s decision to close the detention center at Guantanamo Bay - voiced support for the Federal trial at both the protest and in an op-ed in the Daily News, saying, “New York is where they perpetrated their crimes; New York is where they must face justice.”
HIGHER CONVICTION RATE IN FEDERAL COURT
While some family members of 9/11 victims as well as first responders ,such as ,retired Firefighter Tim Brown, who is the founder of the web site, TheBravest.com, argued that terrorists are war criminals and therefore do not have the right to a civilian trial, Mr. Riches countered that nearly 300 terror suspects have been tried and convicted in civilian courts, while three have been successfully convicted in military tribunals.
Mr. Riches said in a Dec 11 telephone interview that he attended the protest in order to give his side of the story to several television media outlets, including CNN and Fox News. He maintained that his support for keeping the facility at Guantanamo open while also favoring federal court trials was consistent because the Obama administration assured him an a meeting with 9/11 victim’s family members that the terror suspects would be brought to justice.
’LET THE TRIALS GO FORWARD’
“My concern wasn’t where the trials were; I wanted them tried,” he said, “I wanted the trials to go forward.”
Mr. Riches also argued that a civilian trial in federal court would bring justice to those who perpetrated the attacks.
RICHES ON TERROR ATTACKS: A BETTER RECORD
“The Federal courts have a superior record in prosecuring high profile terrorist cases without compromising national security,” Mr. Riches wrote in the op-ed. “In
He also dismissed the idea that the terror suspects should be treated like soldiers in a war. While supporters of a military tribunal believed a civilian trial was unjustifiably good treatment for alleged terrorists. Chief Riches believed that a military tribunal would grant what he called “criminals” an undeserving title of soldier.
Mr Brown and other activists said during a press conference last month that a civilian trial would allow terror suspects to make a “mockery” of the American justice system., but Mr. Riches argued that military tribunals were no alternative, judging by one such tribunal at

HISTORIC “LAST COLUMN” PERMANENTLY INSTALLED AT THE WORLD TRADE CENTER SITE RECEIVES A $200,000 PRESERVATION GRANT
Funding Will Help Preserve Dozens of Tributes That Blanketed the Massive Steel Column Recovered from Ground Zero.
The National September 11 Memorial & Museum today announced that it received a Save America’s Treasures grant totaling $200,000 to help preserve the iconic “Last Column” that will be on permanent display in the Museum at the World Trade Center site.
The massive steel column, which is 36-feet tall and weighs about 58 tons, was returned to the World Trade Center site on August 24 after spending several years in climate-controlled storage at Hangar 17 at JFK airport in Queens, New York. The “Last Column” was covered in tributes by members of the construction trades, rescue personnel and family members before being removed from the site in May 2002, marking the end of the nine-month recovery effort at Ground Zero. The column and the tributes, which include numerous 9/11 victims’ photographs, spray-painted inscriptions and missing person flyers, are deteriorating and in need of conservation.
“This funding will not only help restore and preserve a collection of tributes to 9/11 victims, but also protect an irreplaceable piece of this nation’s history,” Memorial President Joe Daniels said. “We want to ensure this American treasure will be here to share with the rest of the world. The ‘Last Column’ will stand as an enduring marker of the heroic rescue and recovery effort at Ground Zero.”
“I am proud to join my fellow New Yorkers as we preserve the ‘Last Column’ of the World Trade Center site for posterity,” said U.S. Representative Jerrold Nadler, whose congressional district includes Ground Zero. “This potent symbol of 9/11 will become the centerpiece of the Museum and the embodiment of the heroism, bravery and humanity that arose from the ashes of the tragedy.”
“The ‘Last Column’ withstood tremendous destruction and served as a symbol of a nation’s resiliency,” Museum Director Alice M. Greenwald said. “We are working to protect more than rusted steel and fragile ephemera. We are conserving the spirit of generosity, unselfish acts of service, and protecting the memories of innocent lives lost.”
“The challenge is to preserve a visual balance between the authentic trauma inflicted on this artifact and the improvised nature of sentiments it absorbed while mitigating conditions that might compromise the object’s long-term survival,” Museum Chief Curator Jan Seidler Ramirez said.
Before its emotional return to the World Trade Center site in August, the Port Authority of New York & New Jersey made extensive efforts to preserve the “Last Column.” The Column was stored in a climate-controlled chamber at Hangar 17, monitored by and maintained by the Art Preservation Services team. Beginning in 2004, each piece of duct-taped ephemera was catalogued, detached, and adhered to magnetic sheets. In order to prepare the Column for transfer, conservators detached 82 loose memorial items from its surface for temporary storage. Beginning this winter, funds from the Save America’s Treasure grant will enable the Museum and its team of project conservators to advance the restoration work, which will include continual physical care, condition assessment, and environmental monitoring of the Column within a custom-designed, climate-controlled enclosure that will protect it as architectural construction and space fit-out proceed.
The “Last Column” will be erected vertically in the Museum, set in front of a displayed portion of the original “slurry wall” – the retaining wall that remained standing on September 11, 2001, preventing the Hudson River from flooding the World Trade Center site. Visitors will be able to explore the multiple remembrances affixed to and inscribed on every area of the Column through a dynamic, electronic interface. The Museum is currently conducting an oral history project with the goal of recording memories shared by those who left tributes and inscriptions on the Column.
The Column was the first artifact to be moved from conservation at JFK Airport’s Hangar 17 to the Museum in order to continue with steel installation around the large piece. Steel installation is 90% complete.
Save America’s Treasures, a not-for-profit preservation organization, works to protect U.S. cultural treasures such as historic structures, American artifacts, works of art, maps and original documents. The Washington D.C.-based group partners include the National Trust for Historic Preservation, the National Park Service, and National Endowment for the Arts.
ABOUT THE NATIONAL SEPTEMBER 11 MEMORIAL & MUSEUM
The National September 11 Memorial & Museum is the not-for-profit corporation created to oversee the design, raise the funds, and program and operate the Memorial & Museum at the World Trade Center site. The Memorial & Museum will be located on eight of the 16 acres of the site.
The Memorial will remember and honor the nearly three thousand people who died in the horrific attacks of February 26, 1993, and September 11, 2001. The design, created by Michael Arad and Peter Walker, consists of two pools that reside in the footprints of the original Twin Towers, surrounded by a plaza of oak trees. The Arad/Walker design was selected in a design competition that included more than 5,000 entrants from 63 nations.
The Museum will display monumental artifacts associated with the events of September 11, while presenting intimate stories of loss, compassion, reckoning and recovery that are central to telling the story of September 11 and its aftermath. Pallone Announces Action on 9/11 Bill
New York City - U.S. Rep. Frank Pallone Jr., announced on Tuesday that he will be scheduling a mark-up of the James Zadroga 9/11 Health and Compensation Act of 2009 in the Energy and Commerce Health Subcommittee at the end of this month. At the same time, Pallone, who chairs the Health Subcommittee, urged all supporters of the measure to mobilize and to press other members of the subcommittee to provide enough votes for approval.
“We can start the momentum with a mark-up, but we need to generate enough support to get it voted out of the subcommittee,” said Pallone. “The emergency responders put their lives on the line when they were needed, we should respond to their needs now.”
Thousands of emergency workers, volunteers and members of the local community went to Ground Zero in the hours and days following the attack on the World Trade Center and now are suffering from chronic conditions caused by the tons of dust, glass fibers and other toxins from the site. The 9/11 bill would provide medical treatment for them. It would also establish a monitoring program to detect and track any future health problems.
“The first responders were told there were no contaminants at the site,” said Pallone. “They didn’t stop to ask questions or slow down out of fear. The took action when they were needed in the hope they could save lives. We have a moral obligation to step up to treat their medical problems.”
The bill would:
· Establish a federal health and compensation program for 9/11 responders and community members.
· Provide ongoing medical care of 9/11 health conditions to approximately 15,000 additional WTC responders and 15,000 additional WTC community members.
· Require a matching contribution from the City of New York for the health program.
· Reopen the Victim Compensation Fund to provide compensation for those who have been sick by 9/11 exposures and to address the over 10,000 pending lawsuits brought by sick 9/11 responders.
Studies have shown that up to 70 percent of the first responders suffer from complex resistor problems, one-third of them have pulmonary problems and one-in-eight experience post-traumatic stress conditions.

SECRETARY OF STATE HILLARY RODHAM CLINTON TO KEYNOTE COMMEMORATION OF FIRST ANNUAL
9/11 NATIONAL DAY OF SERVICE AND REMEMBRANCE
Government and Service Leaders, Stars to Pay Tribute to Lost Heroes, 9/11 Families and Those Who Rose in Service
NEW YORK, NY, September 1, 2009 – Secretary of State Hillary Rodham Clinton will keynote the evening commemoration of September 11 as an annually observed National Day of Service and Remembrance, the event hosts announced today. The commemoration, which will be attended by hundreds of September 11 family members, will take place at the historic Beacon Theatre in New York on Friday, September 11, at 5:30 pm ET. The Secretary, who was representing New York State in the U.S. Senate on September 11, 2001, will bring her extensive knowledge of those events, and of the power of volunteerism to address critical needs, to bear in her much anticipated remarks. A limited number of tickets are still avaiable for the 9/11 community and general public. 9/11 community members can register requests for tickets at http://www.911dayofservice.org/event-registration. Tickets to the event are free of charge. Notices to those who registered earlier and who have been selected to receive tickets already were distributed earlier today (check your email).
MyGoodDeed and ServiceNation, a coalition of more than 200 national and volunteer service organizations, are co-hosting the event. The Corporation for National and Community Service and the September 11 Memorial & Museum also are supporting the event, which will include appearances by members of the September 11 and service communities and by top entertainers.
For more than seven years, MyGoodDeed and the September 11 community worked to achieve this annual observance, formalized in federal legislation enacted in April 2009. The ServiceNation coalition helped secure strong bipartisan support for the law, formally named the Edward M. Kennedy Serve America Act. The shared goal is to establish a forward-looking, productive and fitting legacy that remembers and honors the victims of September 11, their families, those who rose in service in response to the attacks, and those who continue to bravely serve today as public safety officers and in the United States military.
”We are delighted and honored to welcome Secretary of State Clinton as our keynote presenter,” said Jay S. Winuk, vice president and co-founder of MyGoodDeed and the brother of September 11 rescuer Glenn J. Winuk, an attorney and volunteer firefighter and EMT who died in the line of duty when the South Tower of the World Trade Center collapsed. “Secretary Clinton, truly one of this nation’s most important and dedicated leaders, has long been one of the strongest and most effective advocates for this National Day of Service and Remembrance, as well as a tireless and caring source of strength for the entire September 11 community.” Secretary Clinton is a member of MyGoodDeed’s national advisory board.
“We are deeply inspired by Secretary Clinton’s extraordinary commitment to turning the tragedy of September 11 into a positive expression of who we are as Americans, and an opportunity to build stronger communities and a healthier, more just nation and world,” said AnnMaura Connolly, a ServiceNation convenor and chief external affairs officer of City Year. “We are so honored to have her join us in paying tribute to those who lost so much on September 11, and to those who serve to remember them.”
New York Governor David Paterson also will address the event, as will U.S. Senator Charles Schumer. Award-winning actor Gary Sinise and late-night talk-show host Jimmy Fallon, both longstanding supporters of the September 11 community, also will appear. The audience will be treated to live performances by singer/songwriter Gavin DeGraw, the Harlem Boys and Girls Club Choir, Grammy Award winners The Roots, 2009 MTV Video Music Award nominee Anjulie, and Five for Fighting’s lead singer John Ondrasik.
The co-hosts are grateful to Target and GlaxoSmithKline, the presenting contributors, who also are committing in-kind support for the event; Target is organizing a service-in-seat project to benefit local schools. The co-hosts also are grateful for the support of the Jim Fassel Foundation, as well as AARP, Ambac Financial, and Keefe, Bruyette & Woods.
Members of the public who are interested in attending the event can register their request for tickets at http://911dayofservice.org/tribute. Tickets may not be sold or transferred to others, and a government-issued photo ID matching registered names with ticket holders will be required at the door.

9/11 Victim Family Member Virginia Bauer and JP Morgan Chase
CAO Frank Bisignano Join Board of Directors
The National September 11 Memorial & Museum today announced that two individuals, Virginia Bauer and Frank Bisignano, were elected to the Board of Directors during a quarterly Board meeting. Virginia Bauer, who lost her husband on September 11, 2001, is a Senior Vice President of Development for Covenant House and a Commissioner of the Port Authority of New York & New Jersey. Frank Bisignano is Chief Administrative Officer for JP Morgan Chase and following 9/11, led operations recovery and restoration for thousands of employees at Citigroup where he was formerly employed. The Board now has 48 members, including public officials, victims’ family members, a 9/11 survivor, as well as corporate, cultural and community leaders.
“I am pleased to welcome these distinguished individuals to the Board of the National September 11 Memorial & Museum,” Memorial & Museum Chairman Mayor Michael R. Bloomberg said. “Both Virginia and Frank are committed to the rebuilding effort and have considerable experience with non-profit board leadership. I look forward to working with them on the development of this historic institution.”
“We are honored to have Virginia and Frank join the Board of the 9/11 Memorial,” Memorial & Museum President Joe Daniels said. “Having lost her husband on September 11, 2001, Virginia will bring her personal ties to 9/11 and years of advocacy on behalf of 9/11 family members to the Board. We are grateful to have her insight and her extensive professional experience in fundraising and economic development on this project.
“Immediately after the 9/11 attacks, Frank helped relocate thousands of Citigroup employees and restore bank operations,” Memorial & Museum President Joe Daniels said. “Now, as the Chief Administrative Officer for JP Morgan Chase, Frank continues to work towards the redevelopment of lower Manhattan. His experience in financial management will be a tremendous asset,” Daniels said.
Virginia S. Bauer
Virginia S. Bauer is the Senior Vice President of Development for Covenant House International, the largest privately funded agency in the Americas providing shelter and other services to homeless and runaway youth. In this role, Ms. Bauer leads all development from major gifts, corporations, and grants.
On September 11, 2001, Ms. Bauer lost her husband, David Bauer, the head of global sales for Cantor Fitzgerald, in the terrorist attacks on the World Trade Center. She became a key activist on behalf of the families of the 9/11 victims, working closely with Congressional leaders and the White House toward the successful enactment of 9/11 victim legislation in 2002. She initiated efforts to enact federal tax relief legislation for surviving family members and assisted in the creation of the redevelopment plan for the World Trade Center site.
Virginia Bauer said, “I am proud to be a part of the effort to build the 9/11 Memorial and Museum. We have an obligation to honor the memory of the thousands of innocent people lost on 9/11 and to teach future generations about the impact of the attacks on families and communities here and around the world.”
In 2007, Ms. Bauer was appointed by New Jersey Governor Jon S. Corzine to serve on the Board of Commissioners for the Port Authority of New York and New Jersey. The Board of Commissioners establishes the policies of the Port Authority for the bi-state agency, overseeing the management and infrastructure of the bridges, tunnels, airports, and ports of New York and New Jersey as well as the redevelopment of the World Trade Center site.
In addition, from July 2006 through December 2008, as Vice Chairperson of the Fort Monmouth Economic Redevelopment Authority, she was the lead representative in the development of a specific plan to achieve revitalization of this 1,600-acre military facility.
From 2004 until 2007, Ms. Bauer served as Commerce Secretary for the State of New Jersey. In this capacity, she was the state’s lead advocate for business—from strengthening New Jersey’s business attraction and retention programs to managing the Urban Enterprise Zone Program and maintaining the Garden State’s standing in the global marketplace to promoting the state as a premier vacation destination. She worked with fellow Cabinet officers to resolve businesses regulatory disputes, identify appropriate job creation incentives, and obtain financing for businesses in the State.
In August 2003, Ms. Bauer was appointed by former New Jersey Governor James E. McGreevey as Director of the New Jersey Lottery. Under her leadership, the agency achieved a $2.2 billion sales year in Fiscal 2004, the Lottery’s best sales year ever. It was also during her tenure that the world’s first Internet lottery game, Cyber Slingo, was created and implemented. In addition, the first lottery retailer at Newark International Airport was established and a revamped Jersey Cash 5 produced an 85 percent growth in sales.
Ms. Bauer is a former financial planning and account management executive with Merrill Lynch. She was twice rated top sales producer in the county contributing to the Company’s profitable growth.
Ms. Bauer serves on the Board of the New York Chapter of the Boys Club of America, the Foundation Board of Monmouth Medical Center, Long Branch, New Jersey, the Board of the Business School of Rutgers University and the Board of the YMCA. She also is a member of the Economic Club of New York.
Ms. Bauer graduated from Rosemont College, Pennsylvania and is listed in “Who’s Who Among Executives for 2002.” She has received numerous awards including NJBiz’s 2004 Women of Influence Award. She has three children and resides in Red Bank, New Jersey.
Frank Bisignano
Frank Bisignano is the Chief Administrative Officer for JPMorgan Chase & Co. and a member of the firm’s Operating Committee and Executive Committee. Prior to joining JPMorgan, Mr. Bisignano was the Chief Executive Officer for Citigroup’s Global Transaction Services business.
Citigroup had 3,800 employees in World Trade Center 7 on September 11, 2001, and thousands more in the vicinity. Adding to the difficulty, the bank lost 1.3 million square feet of real estate that day. As co-head of operations and technology at the time, Mr. Bisignano was called to action to lead all recovery efforts for the bank, so employees had a place to work and the bank could continue to serve its clients and keep markets functioning. Minutes after the disaster and throughout the days following it, he began working around the clock to restore the bank’s operations.
Frank Bisignano said, “I am honored to join the Board of Directors of the National September 11 Memorial & Museum. Since that day, I have focused my energy on the critical task of getting lower Manhattan back up and running. Building the Memorial and Museum is an important part of the revitalization of the area. It will pay tribute to the victims and will demonstrate our country’s strength and resolve.”
Mr. Bisignano’s responsibilities at JPMorgan Chase include overseeing Technology, Operations, Real Estate, Procurement, Human Resources, and General Services across all of JPMorgan’s businesses in over 50 countries.
Mr. Bisignano’s business at Citigroup generated revenue of $6 billion and after tax profit of $1.4 billion. He was also a member of Citigroup’s Management Committee and Operating Committee. Before being named CEO of GTS in 2002, Mr. Bisignano was the Chief Administrative Officer of Citigroup’s Global Corporate and Investment Banking Group (GCIB), while also serving as Deputy Head of Operations and Technology for all of Citigroup from 2000 to 2003.
Prior to joining Smith Barney in 1994, Mr. Bisignano was Executive Vice President and Chief Consumer Lending Officer at First Fidelity Bancorporation. He was a Senior Vice President at Shearson Lehman Brothers from 1986 to 1990.
Mr. Bisignano serves on the boards of the non-profit organizations NPower New York, PENCIL, Alliance for Downtown New York and as a Trustee for The Battery Conservancy. He was previously Vice Chairman of the Options Clearing Corporation and a board member for the Depository Trust and Clearing Corporation and the Lower Manhattan Cultural Council.
