RELEASE OF ADDITONAL 9/11 - 911 CALLS

SUBJECT:        RELEASE OF ADDITONAL 9/11 - 911 CALLS

 

I write to advise you that in the very near future, the City of New York will be publicly releasing recordings of additional telephone calls made on the morning of September 11, 2001.  This release will supplement the City’s March 2006 public release of recordings of telephone calls made on September 11, 2001.  The release of these records is pursuant to the principles established by the New York Court of Appeals in its opinion concerning the public release of New York City Fire Department (“FDNY�) records concerning September 11th; that Court opinion was described more fully in our March 2006 letter (copy enclosed) concerning the earlier release.  Of the additional telephone calls being released only ten are previously unreleased 911 calls made by civilians who were inside the World Trade Center and were seeking assistance.  The overwhelming majority of the calls being released are not 911 calls at all, but are other kinds of calls recorded by the FDNY dispatch system. 

The 911 Calls from the World Trade Center

Of these ten 911 calls made from the World Trade Center, two calls, and part of a third call, were not included in the March release because they had been identified as possible evidence in the federal criminal trial of Zacharias Moussaoui.  Prosecutors in the United States Attorney’s Office had previously asked that the public release of these calls await the completion of that trial.  The City has contacted the next of kin of each of these callers and offered to provide them with unredacted CDs of the calls. 

Of the seven other 911 calls, only two contain sufficient identifying information to identify the caller.  The next of kin of these deceased callers have been contacted and offered a CD containing an unredacted copy of their loved one’s call.  Therefore, if a surviving next of kin of a deceased person has not been contacted by the City, we have not identified a 911 call from that person.

The Court of Appeals ruled that civilian callers to 911 on September 11th have a privacy right in their words.  Accordingly, the callers’ portion of these ten calls has been redacted from these conversations, so that the words of those who called 911 from the World Trade Center will not be released.  Only the words of the 911 operators, and of other government employees performing their duties, will be released.  (The sole exception is the portion of the one call that was played, in unredacted form, at the Moussaoui trial; the portion played at trial is unredacted; the remainder of that call is being released in redacted form.) 

Other 911 Calls from outside the World Trade Center

There are other 911 calls being released which were made from outside the World Trade Center.  Many of these callers were people on the streets of downtown Manhattan, helping others who were having trouble breathing or had other physical problems as a result of the attacks.  These callers were seeking advice and assistance from EMS.  (EMS, the Emergency Medical Service, is part of the FDNY.)  The callers’ words on these calls are also being redacted.  These calls demonstrate the exceptional compassion and assistance New Yorkers provided to each other on that awful day. 

FDNY Dispatch Calls

The FDNY dispatch system is operated by FDNY dispatchers, who primarily transmit information, instructions and assignments to other employees of the FDNY.  Most of these calls were between FDNY dispatchers and other FDNY employees.  These include calls by firefighters, fire officers and emergency medical service personnel who sought or provided information or instructions.  The bravery and calm of the members of the FDNY as they courageously performed their duties on that terrible day are very evident in these recordings.  There are also calls between FDNY employees and health care providers concerning available emergency capacity at local hospitals.  The words of FDNY employees and health care providers performing their duties are not redacted.  Under the reasoning of the Court of Appeals’ opinion, such persons do not have a right of privacy in their words. 

All the calls are being released as a result of a comprehensive review ordered by New York City Fire Commissioner Nicholas Scoppetta to ensure that all FDNY emergency and dispatch calls about the attack on September 11th are released to the public.

“SACRED OBJECTS”

Take a moment to read the attached article. It continues to amaze that we cannot get the same respectful treatment for our loved ones remains that is being afforded to “sacred objects” from our past.

I would have to think that human remains should be considered “sacred objects”

Unfortunately our requests to have proper procedures implemented at 130 Liberty have been ignored as have our requests to relocate the remains at Fresh Kills.

We have not even been afforded the opportunity to examine what has been removed from 130 Liberty as debris. For that matter we have not even been told where it has been sent.

How many “sacred objects” are going to be lost forever?

Artifacts uncovered hundreds of years later are now being returned to their rightful owners.

Unfortunately this is not the case when it comes to 9/11 family members.

LOOKING BACK ON LAST WEEK

The events of last week brought many of us back to that tragic day nearly five days ago. Many of the people who have been complaining that we must move on and that five years is enough time were brought back to the reality that another 9/11 is unfortunately very possible and likely.Prior to the thwarted terrorist bombings of the airliners it was business as usual. The workers who have contracted illnesses from their efforts at Ground Zero were continued to be ignored. The same can be said for the safety and security issues at Ground Zero. Add to that that the billions of dollars that have been misspent by Homeland Security and the TSA (as determined by audits completed over a year ago) have also been ignored as have all of the inappropriate loans handed out by the various agencies ( including the LMDC ) after 9/11.There are those that want us to move on because they do not want to have to answer the many questions that have been raised over the past five years. They continue to cast the 9/11 families as crybabies and almost always cast them in a bad light. This is the case in most of the newspapers and is almost always the case in a particular Downtown paper that almost weekly posts an editorial blasting the efforts of the 9/11 groups.Thank God that the plot was thwarted last week as we do not wish that anyone else should have to go through what these families have over the past five years.

We can also only hope that the powers that be might wake up to the fact that we have not been fighting against them but fighting for better safety and security so that others might not have to suffer.

We need to continue to keep these issues in the forefront because if we do not no one else will.

With that being said we again ask

Why are we allowing Ground Zero to be built outside the legal jurisdiction of the NYC Building and Fire Departments?

Why have the security issues in the Kallstrom memo still been kept from the public?

Why have the banks or the individuals who made or accepted inappropriate loans not been required to pay them back?

Why have not any of the Homeland Security and TSA audit findings been acted upon?

Why have the “other victims� of 9/11, the workers who are now ill and those whose remains have not been recovered, still being ignored? (Just look at the Deutche Bank Building and Fresh Kills)

These are just of the few of the questions that some would like us to forget. Hopefully what happened last week will make them realize that if questions like these are not answered we will only be setting ourselves up for another tragedy.

DHS Recommends Security Patch to Protect Against a Vulnerability Found In Windows Operating Systems

The Department of Homeland Security (DHS) is recommending that Windows Operating Systems users apply Microsoft security patch MS06-040 as quickly as possible. This security patch is designed to protect against a vulnerability that, if exploited, could enable an attacker to remotely take control of an affected system and install programs, view, change, or delete data, and create new accounts with full user rights.

Windows Operating Systems users are encouraged to avoid delay in applying this security patch. Attempts to exploit vulnerabilities in operating systems routinely occur within 24 hours of the release of a security patch. This vulnerability could impact government systems, private industry and critical infrastructure, as well as individual and home users.

Users can apply the Microsoft MS06-040 security patch at http://www.microsoft.com/technet/security/bulletin/ms06-040.mspx. Home user may prefer to go to Windows Update at http://update.microsoft.com and select “express� to install critical security updates, including the MS06-040 security patch.

The Department’s U.S. Computer Emergency Readiness Team (US-CERT) continues to work closely with Microsoft to minimize any impact from this vulnerability. US-CERT has issued an alert through the National Cyber Alert System and conducted a series of briefings with federal Chief Information Officers and Chief Information Security Officers, and critical infrastructure sectors through Information Sharing and Analysis Centers. Additionally, all federal agencies are required to provide US-CERT with regular updates on their patching status.

DHS recommends that computer users and administrators implement the following preparedness measures to protect themselves against this vulnerability, and also from future vulnerabilities, worms, and viruses:

Keep up-to-date on security patches and fixes for your operating system. The easiest way to do this is to set your system to receive automatic updates, which will ensure you automatically receive security updates issued by Microsoft. If your system does not allow automatic updates, we recommend that you manually install the Microsoft security patch today through Microsoft Update at http://update.microsoft.com/microsoftupdate
Install anti-virus and anti-spy ware software and keep them up-to-date
Enable a firewall which will help block attacks before they can get into your computer
Do not open emails from unknown sources and do not open or execute email attachments that you are not expecting even if they come from a known and trusted source.

“The heroes of the movie were freed from the rubble, but thousands of

9/11 heroes remain trapped by their illnesses and lack of compensation.�

WHO: Rep. Carolyn B. Maloney (D-Manhattan, Queens), elected officials TBA, 9/11 responders and family members of ailing and deceased responders, representatives from the Unsung Heroes Helping Heroes Foundation and the Sierra Club.

WHAT: Press Conference to demand that President Bush meet with Ground Zero responders so that he can hear their stories and pleas for help firsthand. Maloney will also announce a new website for sick and injured responders.

WHY: We are in the middle of a gathering health crisis. Each month, more and more Ground Zero responders are seeking treatment for the first time. The illnesses of responders already in treatment are proving to be unexpectedly severe and persistent. Most ominously, at least six but perhaps dozens more 911 responders have died as a direct result of illnesses that in all likelihood were sustained at Ground Zero.

LETTERS TO EDITOR NY POST 8/7

August 7, 2006 — THE ISSUE: The progress of plans for rebuilding at the World Trade Center site.

I wish I could look forward to visiting the World Trade Center site and gazing at a segment of the iconic facade, a testament to the destructive power of evil men and to the perseverance, goodness and selflessness in the face of it (”The LMDC’s Gift to New York,” Editorial, July 28).
And I wish I could look forward to seeing the tattered American flag flying over the site, proof that the values attacked that day are enduring.

And I wish I could look forward to visiting a handsome, safe and easily accessed 9/11 museum.

But I can’t.

Instead of a solemn memorial, we get a $768 million “Memorial Plaza” that lacks the courage to confront 9/11 and replaces it with the narcissistic, godless and meaningless values of the handful of oblivious intellectuals and artists who designed it.

On 9/11, America was equal to the challenge before her. But this memorial is a disgrace.

For the last five years, the only thing that has been developed at Ground Zero is the convoluted bureaucratic process.

Millions of dollars have been spent, and there is still no finalized plan for the memorial.

The fifth anniversary of 9/11 is approaching, and while there are wonderful memorials all over the world honoring the sacrifices of so many on 9/11, all we have in lower Manhattan is a hole in the ground.

When I think about the current plans for the World Trade Center site, I don’t feel any hope.

I feel only bitterness at the way the process has been run, outrage over the way it’s added to our grief and, most of all, a deep longing for what was there before.

The hole at Ground Zero is merely the most visible result of a process that has been inexcusably flawed from the very beginning.

Demolition Suspended After Toxic Dust Found at WTC
NEW YORK (1010 WINS)  — Demolition work at the Deutsche Bank building was suspended for one day this week after high levels of toxic dust were detected on the skyscraper’s roof.
   
Demolition was suspended Thursday and restarted yesterday after testing on July 28th revealed unacceptable levels of silica, which causes lung diseases.
   
Work resumed after officials decided wetting the roof could contain the dust.
   
The 41-story Deutsche Bank building suffered severe damage during the September eleventh attacks when the World Trade Center’s south tower partially collapsed on it.
   
Hundreds of human bone fragments have been found there since workers began cleaning it last fall and preparing to dismantle the building.Â
